Horse Barn in a Flood Zone: What Ocala Owners Should Check First

The farm-barn exemption does not waive floodplain rules. Check your parcel's flood zone before you pick a barn site.

In short

  • Florida's farm-building exemption (Statute 604.50) excludes floodplain management rules, so a barn can be exempt from the building code and still need floodplain review.
  • Marion County Growth Services can tell you a parcel's flood zone, and the county runs an online Floodplain Finder map.
  • The county's map also shows flood prone areas that are not on FEMA's insurance maps. Ask how each is treated.
  • Check the zone before you buy land or pick a barn site. It can change where the barn goes and what the foundation costs.

A horse barn in a flood zone is not automatically off the table in Ocala or Marion County, but it is the question most owners ask too late. This page shows how to check a parcel, what the exemption does and does not cover, and what to ask before you request quotes. It is general information, not engineering or legal advice.

Mapped flood zone

  • Shown on FEMA flood maps.
  • Floodplain rules apply even to exempt farm buildings.

County flood prone area

  • Shown on the county's own map.
  • Not part of FEMA's official insurance maps.

Outside both

  • Lowest flood concern on paper.
  • Soil and drainage still matter.

The farm exemption does not cover floodplain rules

Florida Statute 604.50 exempts nonresidential farm buildings on bona fide agricultural land from the Florida Building Code and from county or city codes and fees. The same statute says the exemption does not cover code provisions that implement local, state or federal floodplain management regulations.

Our Marion County horse barn permit guide explains the exemption itself. The short version for flood: exempt from the building code is not exempt from the flood rules.

Watch out: do not assume a pole barn or run-in shed can go anywhere on the farm because it is "agricultural." Confirm the flood zone first, and ask whether a floodplain review applies to your building.

How to check your parcel in four steps

  1. Open the county's Floodplain Finder

It is an interactive map from Marion County showing flood hazards, waterbodies and aerial imagery. Search by address or parcel.

  2. Cross-check with FEMA

FEMA's Flood Map Service Center is the official federal source for the flood insurance rate map covering your address.

  3. Call Growth Services

Marion County Growth Services (Planning and Zoning, 2710 E. Silver Springs Blvd., Ocala) can confirm the zone and supply FEMA maps. The county page lists 352-438-2600 for floodplain questions; confirm the number on the county site.

  4. Ask for a written determination if you are buying land

The county has listed a fee for it. Another local source quotes a different amount, so confirm the current fee before you pay.

What the flood zone can change for a barn

QuestionWhy it mattersWho answers
Which zone is the site in?Sets whether floodplain review applies at all.County or city
What is the base flood elevation?Marion County's flood page says finished floors must be at least one foot above base flood elevation, plus freeboard where it applies.County, surveyor
Is a permit needed for this building? The county says a permit is needed before development in a flood hazard area.County or city
Can the floor sit lower?FEMA guidance says a new agricultural structure with its floor below base flood elevation does not meet the flood insurance program's rules on its own. Variances are local decisions.County or city

FEMA's agricultural-structure guidance also says wet-floodproofed farm buildings may get no premium credit or reduction on federal flood insurance. If a lender or insurer is involved, ask them before the design is final.

Flood prone areas are not the same as FEMA zones

The county's interactive map includes "flood prone areas" generated with the same kind of engineering as a FEMA floodplain, but not adopted through FEMA's process. They do not appear on the official insurance maps. Whether they affect a barn permit is a county question, so ask directly and keep the answer in writing.

Water on a site does not always come from a mapped river or lake. Our page on Marion County barn site soils shows the USDA drainage classes. Neither source replaces a site visit.

Questions to ask before you request quotes

  • What flood zone is the building site in, and is any of the parcel a county flood prone area?
  • Does the county or city want a floodplain review for this barn, shed or arena cover?
  • What floor height does the county require, and who documents it, a surveyor or the builder?
  • Will the barn have living quarters? Those are treated more strictly; see horse barns with living quarters.
  • Does my insurer or lender want a flood determination or elevation documents?
  • Does each quote price fill, raised slab, drainage and engineering as separate lines?

Saves money: if the parcel has high and low ground, move the barn site before you hire anyone. Changing a plan is cheaper than changing a slab. Our horse barn cost guide shows the typical ranges to compare quotes against.

Use the right order

Check the flood zone, confirm exemption and permits with the county or city, then request itemized quotes. Our builder checklist covers how to compare bids, and the quote comparison worksheet has a grid for it. When you are ready, use the form on this page to describe your project. Independent local builders may reach out; we do not build barns ourselves.

Frequently asked questions

How do I find out if my Ocala-area parcel is in a flood zone?

Marion County Growth Services can tell you whether a property is in a flood zone and can provide FEMA flood maps, and the county offers an online interactive map called the Floodplain Finder. For a written determination, the county has listed a fee; other sources quote a different amount, so confirm it before paying. FEMA's Flood Map Service Center is the federal source for address-level maps.

Does the farm-building exemption let me skip flood rules?

No. Florida Statute 604.50 exempts nonresidential farm buildings on agricultural land from the Florida Building Code and local codes and fees, but it expressly does not cover code provisions implementing local, state or federal floodplain management regulations.

Can I build my barn floor below the flood elevation?

FEMA's guidance on agricultural structures says a new agricultural structure with its lowest floor below the base flood elevation does not meet National Flood Insurance Program requirements on its own. The local community decides whether a variance or exception is possible, so ask Marion County or your city before you design around it.

Are 'flood prone areas' on the county map the same as FEMA flood zones?

Not exactly. The county's map also shows flood prone areas made with similar engineering methods but not adopted through FEMA's process. They are not on the official insurance rate maps, so ask the county how it treats them for permits.

Does a horse barn in a flood zone cost more?

It can, because raised floors, fill, flood-resistant materials and engineering add scope. We have no verified Marion County price for these items, so ask each builder to price flood-related work as its own line.
